I would like to know who gets the fees that the school collects for cell phone seizures. Also, I want to know at who's discretion are they taken up...
truth

An excellent source of information for for rules and procedures adopted by your child's campus is the student handbook. All handbooks are online at the Vidor ISD website. Following is the rule for cell phones from the VHS handbook:
Radios, CD Players, Cell Phones, and Other Electronic Devices and Games
"Students are not permitted to possess such items as pagers, radios, CD players, tape recorders, camcorders, DVD players, cameras, electronic devices or games, or telecommunications devices with text messaging at school, unless prior permission has been obtained from the principal.
Without such permission, teachers will collect the items and turn them in to the principal’s office. The device will be clearly marked and turned over to the administration building.
For safety purposes, the district permits students to possess cell phones; however, cell phones must remain turned off and put away during the instructional day, this includes during all testing. Cell phones will be confiscated should they be heard or seen. Any disciplinary action will be in accordance with the Student Code of Conduct. The school may charge the owner for the release of certain telecommunication devices [See policy FNCE.]
1st Offense: After a five-day waiting period, parents may claim confiscated pagers or phones by showing proof of ownership, signing a notarized statement, and paying a $15.00 processing fee.
2nd Offense: After a ten-day waiting period, parents may claim confiscated pagers or phones by showing proof of ownership, signing a notarized statement, and paying a $15.00 processing fee.
This rule does not apply to cellular phones in cars parked on the campus."

According to VHS Principal Jay Kilgo, the instructional day for the student begins when the student comes on campus in the morning and ends at the last bell for the day.
All monies received for cell phone seizures goes into a perfect attendance scholarship fund. These scholarships are awarded upon the completion of the student's senior year at the scholarship awards presentation.
